gpu: RX 570 4GB
ram: 16GB DDR4
ssd: SAMSUNG EVO 870 250GB
drive: WD 10EZEX 1TB
it's a stock win11 build, with some bloatware removed manually after installation.
you didn't read the post carefully.
i have installed FRESH windows 11, no modifications, nothing. 159 GB free storage.
my old install of windows 10 (which had a ton of junk) booted up CS:GO faster.
Maybe you have not yet put your config or launch options in? Graphics settings the same?
With that setup I hope you play 1280x960 4:3 because it is not a strong build.
Did you install steam/csgo on the samsung ssd or on the western digital hdd?
trust me, the rig of mine can run this game on max settings
running at 1440x1080, all low except for shadows, multisampling aa is on 4x and no uber shaders rn
gets me high fps even though the GPU is bottlenecking.
launch options are the following:
-d3d9ex -novid -nojoy -allow_third_party_software (for OBS and Discord overlay) +fps_max 0 +fps_max_menu 0
and yes it's installed on WD hard drive, bcz i don't want to rack up TBW on my SSD (which is sata3) and i sometimes play even more games.
sidenote, that's the same setup with old win10 install, running CS on hard drive, and it didn't take more than 20 seconds to load up.
Maybe you even didn't reset the hdd and the game is still downloaded from the windows 10 version. Maybe there is some sort of issue because it is optimized for win10.
I would also clearly not use that resolution. Your spec isn't good enough for that.
-d3d9ex doesn't exist anymore afaik, you can remove that.
Everything else is fine. No stutters, no fps drops, nothing else.

The only performance thing next to a faster booting process is that you are more likely to get stutter on HDDs because they run on 100% workload. But that of course does not happen often generally.
there is definitely something wrong your PC, system, drivers or even the build
I have a decent laptop. and CS: GO Takes ~ 5 sec to Load in Win 11
I have zero issues with any game on Win 11
Just timed mine, and it was 24 seconds from clicking launch to being able to interact in the game menus.
Edit, thats with default launch parameters etc.
the resolution doesn't affect my framerates, i actually get pretty high frames with consistent frametimes.
i'll consider reinstalling CS, it'll take me like 40ish mins ig
and no, i didn't format my hdd, because of important data on there.
will remove -d3d9ex, and will tell you the results.
