why hackers dont get an ip ban?

IP ban doesn't work in current times if you have dynamic IP Address, a better solution will be a system of hardware ban like the ban system of Call Of Duty.
Valve can apply this system with no problem, all we know that Steam captures data about the hardware we use for statistics...

HWID can also be spoofed in seconds/minutes. At least valve track the HWID for trust factor

Can be due to outdated T&C, also the CS:GO lifetime is about to end, with CS2 we hope a lot of new ways to improve the security of the game and a new anti-cheat, Is more complicated to bypass an HWID ban than a simply IP Ban, is something easy but at least will be an obstacle for them to keep tryng to affect matches.

Cheaters in most of the games doesn't make any profit, because they can bought the game but they will never bought DLCs or content like skins, also cheaters cause that active people that buy content quit of the game due the frustration of find cheaters on every match they join. valve supports cheaters and sells them cheats through third party thats why you get high level accounts cheating for years while lvl 0 get banned straight away why? they using a cheat thats not part of valve i cant wait till they get taken to court and shut fat gaben down and expose the ones ruining games making cheats for others
