competitive cooldown after match ended

Gunna guess you lost connection and rejoined? You have about 5 minutes total to rejoin the match and play it out completely. However, if you take longer than 3 you will get a penalty.

Either way though it tells you the reason why you got a cooldown.

ok so i got wrecked 0-9 (i was playing short match), and after the match ended (the screen where you have the mvps or leaderboard) i left. then i saw a "you disconnected from the last match" and i decided to click reconnect. since it was already over and everyone left, i left too and clicked abandon and thats when the comp cooldown was issued

also, idk if its just me, but csgo is down. it keeps on saying "connecting to the csgo network" even if my internet is working just fine and i checked the downdetector website and 800+ people are saying its down. idk if that may be the cause

nevermind issue has been resolved : csgo was just down and the cooldown was removed

So apparently I'm not on cooldown then. I haven't abandoned any match, but got kicked out once. What the heck is wrong with my game as I can't reach any official servers. I can't play competitive nor casual mode.
