I have some questions, like:
1. Is it legal to use this sites like ♥♥♥♥♥♥♥ or skinport?
2. Does steam accept it?
3. I know that if I loose the items, valve won't give me them back, but can I get banned for using third party sites?

no you wont get banned just dont log in willy nilly into random websites with your steam account and youre all guccy
