But it doesn't let you play online. You can also make it launch through steam by deleting the signatures file in its directory or by running it as admin but both of these also won't let you play online. Hope it gets fixed soon
You can try to update your drivers in hopes of fixing it as it worked for some people after they updated their GPU drivers but it didn't work for me personally.

Because all of my games were on a different disc than the Windows drive, I didn't have to re-download them. I did, however, reinstall Steam, but this time I put it in the same directory as my Steam games.
So, One of the fixes for this Issue is Simply resetting your PC or in other words just reinstalling Windows. I think the issue could be due to the change in registry files over the years or just some program could be causing the problem. So, this is one possible fix that worked for me and I do hope it works for everyone else facing this problem :)
CS2, however, has very long queue times. I haven't been able to join any server even after hours of queueing for one, guess atleast it works now :)
