UPDATE 04|2025 SPRING CLEANING! | Fix all stutter/lag FPS input delay issues !
Fixed all my CS2 problems by doing the following:

I tried every fix I could find on Reddit, YouTube, TikTok... and I think I finally solved it.

1. Clear Shader Cache
Open the Windows search bar, type "Disk Cleanup", and run it.
Check the box for DirectX Shader Cache and click OK.
Follow the prompts to delete the files.

2. Restart your computer

4. Verify Game Files
Open Steam, right-click on CS2 > Properties > Installed Files > Verify integrity of game files.
Let that run in the background while doing the next steps.

Optional (but helped me too):
I removed everything from my autoexec, except for my key binds (grenades, etc.).
New location for autoexec:
C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\game\csgo\cfg

UPDATE !!!!!!!! : Still getting 1% Low FPS drops? Try this!

Force Shader Precompilation via Steam Console:

Step 1: Open the hidden Steam console
This works in any version of Steam:
Copy this: steam://open/console

Paste it into your browser’s address bar (Chrome, Edge, etc.)

Hit enter and allow it to open in Steam
→ The Console tab in Steam should now be open

Step 2: Run the precompilation
In the Steam console, paste this:
shader_build 730
Press Enter.

Then, launch CS2 and run around in a practice match for a few minutes.
Let Steam build your shaders while you grab a coffee or snack.

Enjoy the smoother performance!

Hope this helps others struggling with CS2 like I was. 🙌

At first i doubted this solution and didnt expect it to work... my AVG fps jumped from 140 to 270 fps
Why does it matter when the human eye can't really see more than 60 fps anyways?
The human eye cant see fps man, what?

there are always many kind of possible reasons for these kind of bugs and usually they relate directly to your hardware, drivers, operation systems, coolers or bottle necks.
And sometimes it's just a faulty lan cable.

That's some pretty solid troubleshooting advice! It sounds like you're well on your way to figuring things out.

No I help people globally by identifing all right causes, without gamer or community knowledge because I am Microsoft developer and know what I am doing.

Better than 99.99% of helpful persons on this forum tbh.

But that doesn't make it easier because it always can be anything.

Last time was really tricky, a guy with all issues but at all it were his monitors.
He had basically 10 year old good monitors but a recent system, no gsync, adaptive framerates and he refused to cap limits (which also not helped in anyway).

So his lags and spikes came from having an monitor which not fit to his newest Gen systems.

I recommended gsync, anyway he went 1080p 360fps with panels especially optimized for automatically abandoning overdelivery in frames.

So yeah this whole guide maybe helps in 1 case while there are plenty others, also solved, also in this forum so it's totally normal people asking here questions, which are not solvable in any way by this guide here.
But it helped me once it's just one drop in the water.

: That's awesome you help people out! It sounds like you have a lot of experience troubleshooting tech issues. It's true that sometimes the simplest things can be overlooked, and those old monitors can really cause headaches with newer systems. Glad you were able to point him in the right direction! It's great that this guide helps even in just one case - every little bit counts! :

exactly that's the right spirit. There can't be anyway one guide for anything!

I once wrote a guide (you can look on my profile) which repaired the steam service, commands + automatic script. I mean it's outdated since cs2.

More tricky part was it fixed also the related userrights, if something was launched with wrong user.

Gamers help gamers, mate.

Windows development and kernel debugging is my job for many years, and I wrote/modified/debugged many sourcemod plugins but also way earlier for old cs.

Also hosting and all operation system stuff myself, also since basically 20 years I went through kinda any linux server iteration.

Some of my source server had leaks and people loved my configuration that's why in counter-strike source you saw thousands of something with "Michi's Servers" because it just basically got all copy pasted / reused by people online.

So yeah I think I am quite used to these engines + work as dotnet and c++ developer.

Now that I am older more time is missing for playing and doing things like that and it won't get any better.

The game settings has nothing to do on stutters. If your PC can handle those high settings, good. If not, upgrade your GPU. Right now, CS2 is GPU intensive. I'm using RTX 3060 Ti, and this is my settings:

Video Resolution: 1024x768
Previously I used 1280 x 960 res but I felt the movement was slow. 1024x768 is stable for me so far. It felt like CSGO. If you have higher GPU, just use 1280 x 960 because pros use this.

Boost Player Contrast: Enabled
V-Sync: Disabled

Multisampling Anti-Aliasing Mode: CMA2
*Global Shadow Quality: High (Minimum)
Model/Texture Detail: Low
Texture Filtering Mode: Billinear
Shader Detail: Low
Particle Detail: Low
*Ambient Occlusion: Medium (Minimum)
HDR: Performance
FidelityFX Super Resolution: Disabled (Highest Quality)
*NVIDIA Reflex Low Latency: Enabled

* Global Shadow Quality and Ambient Occlusion is the most important settings. Set this at the minimum or Highest Quality.
*Choose Enabled + Boost if you have higher GPU cards. If not, Enabled is suffice.

Nonsense, I have a 5070 Ti and an i7 14700KF and 32Go of RAM : FPS locked at 180Hz (same as the screen).

No fps drop what so ever, no connexion problems, stable at around 16 to 24ms of latency and I still get micro stutter every second or 2 AND TP lag on myself, my mates and the opponents.

I play in 1920x1440 stretch, with medium to high settings with no V-sync or anything like that (just Nvidia Reflex + boost).

PLEASE HELP deleting directX cache and reloading the game doesn't work and neither does verifying the integrity of the game.

disable Relfex and Lowlatency in Nvidia Controlpanel and ingame. Disable G-sync and all V-sync features.

You only need to do it once on any map.
