You shoul'd try Tact1cals suggestion
-w 1920 -h 1080 -freq <refresh rate> -fullscreen
if you decide to change settings, your resolution will change; always make sure you apply borderless fullscreen to your game when you are editing your video options in-game otherwise, it will go to the available resolution and refresh rate the game is able to detect
Right click on your desktop and click "display settings"
Now click on your 1440p monitor and check the box that says "Make this my main display"
Now when you open CS2 it should let you change the resolution.
I had the same problem and i just did this exact thing i said and it worked perfectly
