Just update your windows to 22H2, this is the only solution that works.
It wasn't even starting on my WIN 10 1703, now when i updated to 22H2 started from first try....its kinda stupid, but its the only solution.

only by that Comment i Can see whos the stupid one here... using outdated windows like 1703 is proven to be muCh more safer, for alot of seCurity reasons, sinCe most of the stuff nowadays is aimed at newer versions, also i like the looks of 1703 more, also works better on my system
