CS2 Loading Error: Cant Play

I just got invited to play cs2 yesterday. when I go in steam and launch CSGO, choose CS2 and hit play.. i get this weird error.
CRenderDeviceMgrDx11::CreateDevice():
This application requires DX11, no valid device found!

this is weird. i have tried so much things to fix it. there is nothing online about this issue. was hoping someone here might!

fyi: Windows 11 latest w DX12
1660ti w latest drivers
9900ks on a msi z390m mobo latest bios
all latest nvida everything has been reinstalled yesterday and today trying to fix this. any suggestions will be gratefully appreciated!!! Thanks!

just an update as well for everyone.

Just installed csgo on my asus ROG laptop, surprisingly and unfortunately, with the mobile 1660ti (so same card/same bios/same drivers idfk) and it gave me the exact same error.
BUT
when downloading it on my dads work laptop (some intel 12900k w no graphics) CS2 loaded right up no questions asked, obviously at like 15fps BUT STILL!

WTF i'm so pissed rn
