cap if your fps is close to 240 like 250 or 230, I prefer cap to be less than my monitor hz like 236.
You get more than decent frame time, but don´t waste resources.
Depends on your pc, if you can have it uncap and without the fps to go from 400 fps to 299 or something like that aka a huge fps drop you should lock the fps or have a lower max cap.
If you computer can handle this game without any huge fps drop you should always have it uncap bc off how source 1 engine works so that will lead to less input lag. But it seams like the pro players have lock there fps on 400 not sure why. But having to much fps will lead to lag and stuff too so.
I would never recommend to use fps_max 0 that have lead to many having problems always use fps_max 999
