CS GO High VRAM USAGE and CPU

Hey guys, i have laptop Lenovo legion 7 with rtx 3070 8gb + 32GB RAM
when i play cs go my VRAM usage is full ( 7.0GHZ / 7.0GHZ) and cpu is like 4.ghz/ 4.45
if i play on LOW settings its still the same as on HIGH
in the game it feels laggy sometimes i would like to have smooth game
i have 165 Hz monitor in my laptop
there are few commands i use :

Lunch cs go commands -high -tickrate 128 -console -refresh 165 -fullscreen -nod3d9ex1 +mat_disable+fancy_blending 1 +fps max 165 +cl_forcepreload 1 +r_emulate_g -novid -nojoy -softparticlesdefaultoff

can somene help me with my problem ?

Update ur drivers.
Try other games to see if the game is the issue.
If not then could be a problem with your gpu or overclock/battery issue.
