Report a translation problem
I mean i always tried to launch CS:GO in he library and a new windows pops-up asking me if i want to play CS GO or CS 2
Try to check the box when choosing the version of the game "counter-strike2". So that the game doesn't ask you what exactly you want to run.
unforunatly it still doesnt work for me

But it doesn't let you play online. You can also make it launch through steam by deleting the signatures file in its directory or by running it as admin but both of these also won't let you play online. Hope it gets fixed soon
You can try to update your drivers in hopes of fixing it as it worked for some people after they updated their GPU drivers but it didn't work for me personally.
Maybe try to update your drivers? especially the GPU driver
And is your game able to launch through steam?
You can try putting some of these launch commands but I am not sure if these will work or affect cs2 but these did fix the same problem in csgo for some people
-disable_d3d9ex -windowed -autoconfig
maybe these'll fix your Issue
