More to the point though I wouldn't be against the idea if they gave you the option to lower it. Doesn't bother me though unless someone is negev spamming me in spawn in casual. Then it's annoying af.
nah there's no sound option to adjust the level of incoming headshot damage, Valve does it on purpose to piss you off and sustain a negative feedback cycle of salty addiction. It's like game psychology 101.
Same goes for the domination sounds, I don't need to know what enemies I periodically kill over and over during the match, nor am I interested in antagonizing anyone out of the playerbase for playing the game correctly.
