Hit Registration (Hitreg) issue even in offline servers against bots

I am seeking professional technical support so if you want to tell me general info that can be found online you can move on.
I am facing hitreg issue even in offline servers against bots
Its been months I am facing hitreg issue even in offline servers against bots which is worse when I play on official, community and faceit servers. I have 0 packet loss, 1Gb internet speed, Ethernet cable.

Here are my specs:
- CPU: AMD Ryzen 9 5950x
- CPU cooler: ARCTIC Liquid Freezer II 360 - Multi Compatible All-in-One CPU AIO Water Cooler, Compatible with Intel & AMD, Efficient PWM Controlled Pump, Fan Speed: 200-1800 RPM
- Motherboard: Asus Rog crosshair viii dark hero x570
- GPU: MSI GeForce RTX 3080 Ti 12GB GDRR6X 320-Bit HDMI/DP Nvlink Torx Fan 3 Ampere Architecture OC Graphics Card
- RAM: Crucial Ballistix MAX 4000 MHz DDR4 DRAM Desktop Gaming Memory Kit 32GB (16GBx2) CL18 BLM2K16G40C18U4B

Things I have tried:
- tried lowest in game settings
- tried different resolutions
- played with default Nvidia settings
- tried Nvidia performance settings
- updated all the drivers and bios
- tried default and also debloated version on windows
- tried different OS, reinstalled OS
- tried different mouse, GPU, Ram, CPU, PSU, Cables
- tried default BIOS settings, also OC'd but to no avail
- temps running cool, CPU freq 4800+, CPU usage while gaming around 10%, GPU usage around 50%, GPU temps running cool

I might have tried a lot of different things that I can't recall at the moment and this is my last attempt trying to fix this issue before uninstalling the game for good.

CS:GO is over. CS2 coming in a few weeks (or something like that)

so in short. you're wasting your time trying to troubleshoot your issue IMHO

yes, stutters.
This game entity/model limit is over. It's going more and more stuttering mess, so only play for fun and nothing else.
Always first game load and firs death = stutter.

Have you tried aiming

Also turn off hyper threading, you are effectively cutting your cores in half and cago doesn't like that. It will help with the stutters

Ну если играть без скинов, то да. А если в игре попадутся скинцы у кого-то, то будет такое. Это не проблема компьютера, это проблема сервера, посылает большое количество данных на обработку и при смерти игрока обновляется весь его инвентарь и инвентари других игроков. В CS2 такого нет.

просто у меня появилось такое после обновления стима. (интерфейс стима)
