21 hour temporary cooldown

I just won my 5th competitive match ever (lost 24) and CS:GO is showing a 21 hour countdown timer at the top of the screen. Did I get banned by some automated system? Is this normal?

"This is normal, because you play comp. on new account. (aka you never had rank on this account) It will stop after something like 10 wins and you will be able to play without cooldowns.

I don't know the exact reason this is in place. Probably to make smurfing more tedious."

The Skill Placement cooldown was added back in November 2014.

[MATCHMAKING]

– Added three restrictions to Competitive Matchmaking:
— If a player does not have a competitive Skill Group, they will not be able to queue in a party with a player having a very high Skill Group
— Accounts are restricted to two Competitive wins per day until they receive their competitive Skill Group
— Unless they are in a party of 5, players will not be able to queue for Competitive Matchmaking if their skill group range is very large.

New players may win two Competitive matches in 24 hours

New players may win 2 Competitive matches in 24 hours before receiving an intentional Competitive cooldown. This cooldown exists to limit the impact new accounts can have on Ranked and Unranked matchmaking.

After 10 Competitive wins the new player cooldown is removed and there is no limit to the number of Competitive wins you may earn in 24 hours.

It said that the cooldown was while my "skill group was being updated", which is something I know doesn't take 21 hours to do, so I assumed the message wasn't being fully truthful to me.

Yeah I'm pretty sure I'm Silver 1 which is weird because I keep getting matched with people in Gold
