The graphics will get an overhaul, of course. Animations will all be much improved. For CS specifically, the new volumetric smoke will change the way smokies work and the new camera viewports will stop those dumb moments where you can see the enemy and they can't see you, like when you sneak to the bottom of the stairs in tuns and turn left. You can nail the CT standing there with their arm sticking out but they can't see you. That will be done away with.
Fighter pilots top out around 300 fps. If you need more than 400fps you must be an ai of some sort.

It's not gonna help low end hardware, it will just be general stability upgrade for mid and higher PCs
