Hardware and Software:- Looking at your processor, CSGO can work perfectly fine in your PC and can give 60+ fps in medium settings. But it's still a heavy program for the 4gb ram. Try checking if any other application is consuming your ram. You can look for it in task manager. You can experience FPS(frames per second) drops if something is running in the background. I'll prefer to close any unnecessary background process for the smoothness.
- lower your video settings for smoother performance and set rates according to the server you are connecting to. You can change the rates from the in game console using commands like “cl_cmdrate ..”, “cl_updaterate ..”, “rate …….” it will maximize the online performance of your client according to the server settings.
