tbh its just ppl hoping its coming becasue it aint coming , this rumour has been going around for years . Prob more click bait vids because april fools is coming.
Keeping and maintaining a PC is not difficult, nor does it require extreme wealth. My PC is not high end in regards to what is currently available (specs on profile) and I had no issues with any game I play nowadays.
If you have a job, a little expense once in a while will go a long way towards doing what I have done. Though I feel too many people pay far more and go with a laptop, then wonder why performance is poor versus similar desktop specs, despite spending double, if not more.
And for the record, I play CSGO on max settings, with my fps capped to my monitor's refresh rate (144hz), because logic.
btw source 2 is supposed to utilize all cpu cores so your framerate is probably going to be bottlenecked by your gpu more
So source 2 will fix that by ofc giving a better grafik but now the video settings are actually doing something so low end pc can get more fps out off the game :)
Do we even have a dedicated server, tough. Many new games move dedicated server to behind rent/subscription ,
They will work, they just update the sourcemod. not sure about the other part you are talking about.

But to be honest, even though people have glorified this update to be some major performance boost, it isn't, atleast yet. Hopefully it will get better later, but as of right now, playing CS2 without a gaming setup is a pain. The old computer I had was able to play the game min. 80 fps, and it's around 30 fps in cs2 at the lowest settings. It doesn't look promising. Maybe they will be able to resolve that issue or make it better, but as someone who has played most of their life on toasters, I feel the pain of anyone that's in that situation.
