Yes, they did.
And no, it won't.
People bought keys from Valve and got skins, but $500 for exactly skin is a community price, Valve has nothing to do with it.

Valve replaced the skin with another one instead.
Probably have no time to redesign the original one.

No, it just has been removed.
Valve won't change the design of the skin and won't make it rare like with Howl.

First, again, it's none of your business how people spend their money.
Second, did you know that there are different dev teams? People who code an anti-cheat don't work with skins and graphics, and people who make graphics and check community workshop don't work on an anti-cheat. So now you know.

It is not "CHEAT INFESTED".
CSGO has cheating problem like any other online game and also CSGO is one of the most popular games in the world.
Skin market has nothing to do with cheating problem. Cheaters were in CS 1.6 where there were no any skin markets.

It is not about your personal experience.
I met only 6 cheaters for the whole 2022, but I'm still not saying that CSGO doesn't have a cheating problem.
The problem is overblown by people who are just bad at the game.
A "CHEAT INFESTED" game? I have seen a guy here who claimed that the 70% of CSGO players are cheaters, and when I watched 6 of his last matches there were zero cheaters and just the guy who calls everyone who kills him a cheater. And this is far from a single case.

UPD: For now it is a thread derailing, so I won't discuss the things that were explained many times on these forums already.
