'Max Acceptable Game Traffic Bandwidth' Setting Keeps Resetting Itself

As the title says, the setting seemingly resets itself every once in a while and I have no clue why. I usually keep it on Unrestricted because anything else makes my game lag a lot but every few days it goes back to Extremely Restricted. Any idea why?

Because

-you have launch options or autoexec that changes it.
-during game, you set it to some value that isnt in the dropdown list via the console command "rate"
-you play a community server that has sv_maxrate set to some obscure number less than 786432 and as such it changes it automatically upon joining that community server.
