Well, it really looks suspicious, but it would only work if original artist would care, and if Valve won't just remove these skins after that, why not to.

How long have you been playing CSGO?

Howl was the only skin to be "removed", but not THE only with stolen designs.
Multiple skins with stolen designs have been released, but now Valve just ban the "creator" (the guy that stole the design) and just make some changes to the skin to avoid DMCA.

There has been a similar case with M4 Griffin.
Valve just change the design slightly and not make them a new contraband.
