I am sure that with good team it would be possible to think of something to stop them completely, however I think that there is one easy step that would help a lot.
IP BAN - for anyone who has static ip it will be for ever. With dynamic IP it would be maximum for 1 months then hacker can buy game again there are also ways to force your dynamic ip to change which will decrease the time.
But more and more people are issued with static ip's from internet providers so this would be major hit for hacker community. But it would also be a major hit for valve budget .
It would also me a major hit to siblings and roommates of hackers.
