Just let me hit the head when I aim at the head.

Im not talking about the recoil patterns. I mean the random deviation from those patterns. If you aim somewhere the bullet wont always go exactly where you aimed at. Sometimes it'll deviate so much from your crosshair that you miss a shot that was spot-on.

Thats exactly the problem. Sometimes I go for one tabs but they just miss because of random bullet spread.

Just load up a bot match, activate sv_showimpacts 1 and see for yourself. The blue hitbox is whats getting registered and that box isnt always exactly where you aim at. This isnt really problematic at close or mid range, but at long range it surely is. If you aim just slighty on the head chances are the blue box will miss the head and land either on the upper torso or the wall behind the enemy.

Thats a core mechanic. CS wouldnt be CS without it, removing it would destroy the game.

Because it would give the one thing everybody told me to do, since I started playing this game, an actual meaning? Everytime I complained about aynthing everyone just said "omg nub, just one-tab them, ez pz lemon party". But if there is this noticable inconsistency thats literally easier said than done.

Why should I buy an m4 when my USP can do the same job? Removing the random bullet spread would cause exactly this.

USP is a 2 hit headshot on armor, so is the m4. Why should I buy an m4 when both are equally accurate?

Also, why would it destroy the game? Headshots are still headshots. You have to aim at the head which (as you may know) is small and you have to be standing still. But at least you are guaranteed to hit it if you follow those steps. It'd be less about luck and more about actual skill.

M4 is full-auto? M4 has more ammo? M4 has a controlable recoil pattern while pistols dont? M4 has higher armor penetration?

You dont seem to understand that players still have to aim at the head n' stuff. M4s will still outplay pistols. Its just that if I am standing still and aim at the head I am guaranteed to hit the first bullet. And its not like you can spam the USP and have 100% accuracy. The accuracy cooldown will still be a thing so you have to time your shots. Its just that the accuracy goes all the way up to 100%-accurate instead of like 90% or so.

In other words, I think a 100% accuracy on the first shot would help players like Scream, for example. Those who go for tab shots and not for recoil control.

Thats where you are wrong mate. It seems you have by far not enough experience to talk about this.

Pistols are far easier to controll than Rifles. Pistols can shoot while moving. Also I dont care, when I can kill the awper with my USP with 2 headshots. And im not even talking about a 57, if the 57 had no random spread it would be OP as ♥♥♥♥.

ALL guns would become almost identically powerfull, ALL guns would be able to snipe.

Putting my crosshair on an enemy isnt that difficult mate.. Maybe for you, but not for everyone.
