Do I have to buy a game thats 5 dollars or more to buy csgo skins?

I have 20 dollars in my wallet and my friend gifted me csgo and I want to buy skins but it won't let me do I have to buy a game thats 5 dollars or more?

I used G2A.= same as gift.
