CSGO won't download

I tried to download the newest update of csgo and it just wouldn't download no matter what I tried so I figuired if I just delete it and download again it will fix the problem but now the problem is worse. When I try to download csgo again the download stops once it hits 28.7 mb out of 6.4 gb and just stop downloading and after a while a popup appears saying csgo could not download connection timed out.
Please someone help me

Ive tried that and I have deleted the steam and steam web helper and nothing Im still stuck at 28.7 mb

Nobody said delete web helper.....why did you delete it?

Close steam then restart it.
Verify game cache

and I deleted it from firewall and it was back in firewall when I last checked
