For coms
bindtoggle "X" "voice_enable 0 1"
For sound in general
bindtoggle "X" "volume 0 1"

Into console, or your config. Replace X with a key of your liking. Obv. can't use both on the same key.

bindtoggle "/" "volume 0, 1" or bindtoggle "/" "volume 0 1" could work.

bind KEY "toggle volume 0 1"
to toggle volume between 0 and 100% on KEY press

bind KEY "toggle volume 0 0.5 1"
to toggle volume between 0, 50 and 100% on KEY press
