DDOS'd while playing CSGO and now have a 7 day competitive ban time. Help?

As playing CSGO, I tend to enjoy it most of the time. I was playing with some friends and it was going along well. Two of our team mates left the match, however we were still keeping up and were ahead by 5 rounds. I was top fragging as well and the enemy top fragger was clearly a very good player. He was going about 26/10 while his team mates only had around 7-10 kills. So during one round, he added me on his friends list. I took this as maybe he wants to play with me in the future seeing that I was doing well so I added him. Then he added me to a voice chat. I said "Okay, whatever maybe he wants to trash talk or something" so stupidly, I accepted the call.
Before this, I had no knowlege of how IP tracing works. But after seconds of accepting the call I learned my mistake. My entire internet connection began to fail including my family members and then I realised I was DDOS'd. It just came back up 3 hours later but then I noticed I received a 7 day comp ban due to being kicked out for the internet connectivity. I also saw that the person who added me quickly removed me after thinking he would get out hands clean due to me not knowing his name.
I am extremly frusterated how people can take a game so seriously and do ILLEGAL acts to win a game. Not only would I like to request to Steam that they remove the 7 day competitive ban but bring justice towards the DDOSer.
I'll try my best to find more proof of this attack. But happily I remembered the user who did so.

He traced it from me being in a voice call. I don't really understand how it works but all I know is that if you get a user in a room alone, it's 100% times easier to get their IP.

As far as I know, third party programs such as Wireshark and other software won't work on steam.

I've had no issues with my internet connection for 8 months. I went to the person's account who I thought DDOS'd me and there were 2 other people in his profile comments saying that they were DDOS'd by him.
Honestly, what are the odds that my internet shut off for 4 hours immedeitly after joining a voice chat with someone? I even looked it up and there are ways to trace IP's from Steam voice chat.
There is no doubt in my mind that this was a DDOS.

I'm not implying that they are the police or civil court. I now understand that I can not get my ban removed. But what I was mainly asking for is if the user who did the DDOS will be punished. And furthmore from other comments I now know that this was the wrong place to do this.
I filed a report soon after I started this thread and I was just asking for further help from people to see what I can do.

There's no other logical way that he couldn't of. My internet shut down literally seconds in to joining his Steam call.
