Or are they all "around" that video card, if they are close, or perfect enough so they don't "bottleneck" that video card then csgo will run.
Tho you will still need to tweak it a little to your own playstyle to make it run smooth, with no fps drops, and won't overheat any part.
a 950 also requires a stronger processor that won't hold it back.

Csgo doesn't even require that big of a video card, sure other games require a better video card and a better system config, but he's asking about csgo.
Had to look up benchmarks for that videocard since I have a GT 740M videocard and ... well... wow didn't expect it to be THAT low.
Forget everything I said, that card might not be enough to run csgo.
From what I see on nvidia, that card is running at 64 bits, pair it up with 2048mb of vram to do that with .... and well, it's not that great.
I have a 2048 vram, but on 128bit, and my fps (with my personalized config) can stay at a stable 120fps even in teamfights.
no idea phones had such advanced graphics cards, what phone do you have?
then again the mobile san andreas version is a very "dumbed down" version of san andreas.
