unbound all keys on accident, help with ~ and console

So I was told to try to play with lower sensitivity because i ♥♥♥♥ my aim up when im shooting, so I went so set it to default. I went into Keyboard and Mouse options and hit "reset to default" which for some reason set every key to unbound. I rebound all of them except the Console. When i try to set it to ~ in the options it plays the sound of selecting a menu option that click noise, but doesnt bind or change from "press a key to bind etc etc". I bound it to F9 and tried to bind the console to ~ using the console, but pressing ~ with the console open just closes it. any ideas?

Verify game cache. If you cant do that copy your config (.cfg) folder and save it. Then reinstall the game and replace the installed .cfg with the old one.

hit esc in options go to keyboard and mouse hit restore and then bind the keys you had before
