can i trade up 9 cobalt quartz (purple) from the lake collection and one purple from a revolver case and I'll get a pink from the revolver case?

No, you can't trade up the Cobalt Quartz since there's no pink skin in the lake collection.
There's a reason they're really cheap.
If you're absolutely certain that you want to do a 10% tradeup (you'll probably fail it), then use 9 purples from the Breakout Case instead of the Cobalt Quartz.

I THINK it has to give you a skin.
But I don't know if it will let you trade up with those skins.

Yeah you can't trade up Cobalt Quartz as there is no pink skins in the lake collection.
