Secondly, try setting mat_queue_mode 2 in the console if the freezes are FPS drops,
if you have dedicated graphics memory it would be smart to make sure it's running on the GFX card, if not, it shouldn't be a huge deal, i ran the game on a integrated @ 150fps constant with a nice cpu, the GFX is hardly used in GO.
whats the clock speed on your CPU? if it's 2.4Ghz as i suspect, that's you're culprit, if there's any way you can overclock that to by even .5, you'll see huge relief, if not then you might just have to download a config, that takes out all the gore, and bullet tracers, disables sky etc etc, and see if that helps, very cpu intensive game, i have a i5 2500k oc'd to 4.7ghz, and a r9 290x, and i keep a constant 300 fps, certain maps i see dips to 200, but it deff seems like a cpu issue, try the best you can to unpark cores, or overclock if that particular model allows it, just make sure you monitor temps, you don't wanna fry anything.

You can try making sure your cores are unparked, steam is at a high priority, and changing your launch options (also that all of your video settings are as low as can be).
However, I have 1.5 quad core processor and I run at 30-50fps, no better.
