That all being said, it comes down to what you want. Sure it's a great extra push to give you that competitive edge, but if we still have 9% steam users using 32 bit systems, 1/3rd users using 1gb vram, almost half pcs still have a dual core cpu and almost 1/3 don't have over 500GB HDDs I highly doubt the majority of pc gamers would put the money forth for a 1ms monitor**. So make up the choice in this case towards depending on your reaction time and if a 4ms reduction would help you a ton or not. Personally I would not but that's me and someone else out there could not live without a 1ms monitor. But one rule of thumb that you might use to consider your choice: if you have a computer with a ton of fps, like 300+, the smooth mouse input you get from that would probably show more with a 5ms monitor than a 1ms.
*15 is a number i've just heard from reading around and 25, or around that, is what I see on websites that test your reaction speed.
