I'm pretty sure you can't get better than that

5 is god tier. Lowest I have seen is 3.

Oh monitor latency 1ms would be better.

how much better

Well 5ms is 5x as much as 1ms. So I would say 5x better

refresh rate makes a big deal too. 1ms with 144hz refresh rate is god tier
Hamless Hog Apr 27, 2016 @ 3:31pm
But once you start playing on a 144hz monitor you won't be able to go back to 60hz XD

What is ms?
Hamless Hog Apr 27, 2016 @ 3:38pm
Ms basically means latency

Varys between person to person, but most should not notice it. However the big deal this has with csgo is that it's a game that heavily requires a low reaction time. So your reaction time is going to be affected around 5ms which at first does not sound bad at all. But in terms of reaction, 5ms can often be the difference of getting a kill or being killed (given that you have an average or better than average reaction time than others; 25ms is usually an average reaction time although some pros have 15ms*). By those numbers 5ms is a huge percentage change.

That all being said, it comes down to what you want. Sure it's a great extra push to give you that competitive edge, but if we still have 9% steam users using 32 bit systems, 1/3rd users using 1gb vram, almost half pcs still have a dual core cpu and almost 1/3 don't have over 500GB HDDs I highly doubt the majority of pc gamers would put the money forth for a 1ms monitor**. So make up the choice in this case towards depending on your reaction time and if a 4ms reduction would help you a ton or not. Personally I would not but that's me and someone else out there could not live without a 1ms monitor. But one rule of thumb that you might use to consider your choice: if you have a computer with a ton of fps, like 300+, the smooth mouse input you get from that would probably show more with a 5ms monitor than a 1ms.

*15 is a number i've just heard from reading around and 25, or around that, is what I see on websites that test your reaction speed.
**I know that steam stats don't dirrectly relate to csgo community but the point i'm trying to prove, most pc gamers don't have 1000+ dollar machines, is relative enough.

The time between your movement and the moment you'll be able to see it on screen. Slightly noticable when the ms is higher then 5
