do i need to do the eq settings and these commands or only the command?
and my headphone supports 7.1 virtual surround sound should i use this or just normal stereo/surround sound
You should not use these settings, they have become obsolete over time. Only the snd_mixahead setting is still relevant. Generally best at 0.04 but you can try lowering that number until your audio stops working properly. I don't have any experience with 7.1 in CS but from the way stereo is set up, I am guessing it's not going to do you any good. I have found that the actual best way to get the right sound is to use APO + PEACE (a PC equalizer + interface) but its a bit of a hassle to set up. I also don't really use it for cs but for general sound stage.

Yes, provided you know what you're doing. A lot of testing is involved but with a decent headphones and the right EQ you could make certain sounds more noticeable than before. A footstep for instance is certainly in a different hz range than a gunshot. You could boost that hz range to make it more apparent.
