Can you rank up if you are not Prime??

Hi everyone, just a simple question. I recently purchased an account that is not prime (lvl 21) and i have won well over 10 competitive matches in a row. I just wanted to know if anyone knows if i am able to rank up or what??

try to right clich the game in the library and go to properties, then select "verify game integrity" this will delete any corrupt data

No. Competitive Skill Groups are only issued to users with Prime Status.
