Micro stutter, help me
I've already lost hours of sleep doing several tests and none of them helped at all, my cs is giving micro stutters and I can't fix it, I've even completely formatted the pc, can anyone help me?

video = https://www.youtube.com/watch?v=w23Wb_vtSkk

my config =
Rtx 3060ti
Ryzen 7 5700x
24gb ram 3000mhz
my games are on an exclusive ssd

things I've done and it didn't work =

*I switched to pc and gpu power plan for maximum performance

*I already disabled xbox game bar

*I changed between game mode on and off

*I already uninstalled the game, I even formatted the ssd of my entire games and downgraded the game and it remained the same

*I already monitored the temperatures and they are normal

*I've already done a stress test on the cpu, gpu and memory and none of them had any problems

*I run RDR2 without any stutter

this is very discouraging, I live in Brazil and buying a good computer here is very expensive, then you go play and it runs bad :(

for benchmark i used Aida64 and Heaven benchmark

I use 3 sticks of ram, two in dual channel and 1 in single, but that is not the problem because I removed this third stick to leave only dual channel and test and nothing has changed

and it doesn't make sense that cs is crashing, and I can play red dead redemption 2 at constant 110 fps without crashes

because there was no money, here in Brazil it is not so easy to get it, and a 3000mhz memory shouldn't give stutter, because my friend plays with a 2400mhz and his doesn't

is it stuttering only in csgo or did you test other games beside RDR2?
running windows 10 or 11?
and i gotta ask why did you buy a mini atx b450 board paired with a 5700x if it's a brand new pc? VRM on that mobo is terrible i know you mentioned prices in brazil being high but i would get a 2nd hand b550 if i could over that.
a guy i know bought a 2k worth pc 2 years ago but the guy who built it for him paired a 11900k and 3080 with a h510m and he's been stuttering like crazy til he bought a normal board with proper vrm.

yes, other games run normally, this moba comes without a heatsink, but I bought an external one for it, I already monitored the temperatures and the vrms do not exceed 75 degrees in maximum cpu stress

Interesting, have you considered trying csgo on linux with ext4 as the filesystem to see if the issue persists?

well looks like it's a game issue and not a hardware issue at least.
stuttering is a major problem for a lot of people and it can appear and disappear for no apparent reason.
iirc a couple months ago everyone experienced stutters including pros due to a new steam update and changing to beta solved it.
same for me i had a ton of stutters little over a year ago that made me quit for months and now it's all fine lol.
can't think of anything else other than maybe try reverting to an older nvidia driver. gl

Most nvidia issues I see are 30 series related as well (amphere? or whatever they call it). But I think trying it out on linux should be interesting, narrow down more if it's a software or hardware issue for sure.
