90-180 is not low fps, thats like heaven to some people who never even got 60 fps. xd
but you could:
Use high performance power plan
Force CSGO to use your dedicated graphics card instead of the integrated one
Change CSGO priority to high using the task manager

Considering everything was fine until his windows updated I doubt its any of that.

Let me guess, windows 10, and you didn't disable the automatic updates? + made sure windows defender doesn't scan all the time? (you can't disable that useless junk they call an AV)

Also, you might want to MANUALLY download and install correct drivers.

Update the drivers, set cs go in high priority, make your power plan on high performance, try turning off vsync and stuff.
Tell us if theese work we are waiting for an answer

The higher the FPS makes my mouse feel more responsive and less laggy. That's how I noticed my fps was low.

Could any of these launch options have caused the low fps?

-threads 8 -high -novid -noforcemparms -noforcemaccel -noforcemspd -128tick +cl_cmdrate 128 +cl_updaterate 128 +cl_interp 0 +cl_interp_ratio 1 +rate 128000 +fps_max 999 -nod3d9ex -nojoy -tickrate 128 -norussians

Yep, I tried everything you said. We'll see if it boosts my fps.

I reinstalled the game but I'm still getting low fps.
Edward Blom Jul 21, 2016 @ 11:36am
It was the these launch options that caused the lag.

-high -novid -threads 8 -tickrate 128 -language bananagaming fps_max 999 -rate 128000 -cl_cmdrate 128 -cl_updaterate 128 -cl_interp 0 -cl_interp_ratio 1 -cl_lagcompensation 1

Went from 90 fps in a benchamark match to 300-400.

Lol at all the responses. GPU BARELY effects the source engine. This has to do with your CPU. Amd CPUs aren't the best for gaming on the source engine and this explains it.
Edward Blom Jul 21, 2016 @ 12:14pm
It was "-tickrate 128" that caused my low fps for some reason. So I'll be using these launch options.

-high -novid -threads 8 -language bananagaming fps_max 999 -rate 128000 -cl_cmdrate 128 -cl_updaterate 128 -cl_interp 0 -cl_interp_ratio 1 -cl_lagcompensation 1 -norussians
