I had the same problem and found a quirky work-around that works for me. You'd need to get the software SwitchResX and create a new resolution for your monitor (1440x1080 ... or whatever your max-height is). Once you got that running and your monitor on 4:3, start csgo and then you'll find 1440:1080 in your graphics settings. Start the game (still in 4:3 settings on your monitor) and then change it back in switchresx to your native setting. this will stretch the window. Because you're actually stretching the monitor window, this will mess up the mouse control within the csgo menu, that's why it's important to start an actual game before you revert back to native resolution. Hope that helps.
No it is not .. Fullscreen windowed and full screen is not the same
Sure .. go to your graphic settings and set it to render fullscreen in your scale options on the graphic card ..
On Nvidia cards it is in the Screen / adjust the desktop size and position, Dont V mark the override the scaling mode set by games and programs .. so leave that one empty
put it in game launch settings "-fullscreen +fps_max 120 -w 1024 -h 768"
