my 3 year+ old laptop with a i5 2410m & nvidia gt555m gets playable fps on med-high settings at 1080p WITH 2x msaa/16x af, like 40+

ADVICE: make sure you remove the battery(if it gets hot you WILL destroy it in less than a week), Make sure the vents/heatsink are clean (use compressed air or give it to local repair shop)
cl_forcepreload 1 - Makes you load all textures and sounds before you enter a game
r_drawtracers_firstperson 0 - dissables bullet tracers from weapons
fps_max 101 - sets the maximum fps attainable in game
rate 128000 - default 80 000 on valve servers

fps_max 59.9
it works pretty well for me. Also try turning on Multicore Rendering, that sometimes helps with the overall smoothness of the game.
