What does this mean? I see that for when I queue up Office and I'm curious as to if it means that winning/losing does not affect my competitive rank? Does playing only the first page maps, or bomb scenario maps, rank me up/down? Any help is appreciated!

I think it means that these maps are not playable on official CSGO tournaments/majors.

Yes, you can rank up off any map you can play competitive 5 v 5 on.
