HELP NEEDED WITH AMD A10 7700K

Hello there my buddy just built a new PC and he is having issues with CS:GO on LOW SETTINGS!? I have read online that people can play on high settings using just the 7700K and that's all he is doing but he struggles on low and medium settings. I built his PC for him and updated everything that needed to be done, AMD catalyst, directx, even that useless Raptr ♥♥♥♥ I emailed and asked to apply performance optimization and they set it up to run with high settings and he is still having problems. I have however not updated the bios seeing as how its a brand new FM2+ mobo. Any help would be appreciated, I am trying to convince him to just say ♥♥♥♥ it and buy a GTX card. Time will tell. THANKS

AMD A10 7700K @ stock speeds
8GB ADATA 1600 RAM
MSI A55M-E35 (I think)
1280x1024 resolution but plans to run at 1080p
