Its not always about whether or not you can or cannot kill with it, its about what else you could have bought for the same amount which is a lot more useful.
EDIT: I am saying this from a point of view where everyone knows how to play the game to some extend.. DMG+ at least. If you are good enough and play in gold nova you probably rek half of them, on the other hand, buy a normal gun and win/rank up faster.
