For the most part, yes, but only through very thin material, like the rafters and wooden planks. Heavier materials can usually only be penetrated by stronger weapons, sometimes even being completely impenetrable. There are some exceptions to these materials, like the AWPable wall in Squeaky on Cache and the wallbangable Garage Doors also on Cache.
No problem. If you want exact results, you can probably Google the wallbang-able spots on each map. Or just test them yourself if you got time and patience.
