2. If you're playing on a laptop then it may be overheating. Try moving your laptop to a cooler area or towards some fans or something.
Edit: If DVR came with the new windows 10 update that I installed last night I already disabled it. If it didn't then I had DVR on even when I had 160 fps.

If you have laptop power saving mode on then turn it off. This will cap your FPS at 60 if it's on.
