Thats exactly the problem + recent update that brakes the game for lots of people with old stuff.
Edit. full hd and high settings.
the old amds are 6core quad core and dual core, this is the reason amd is being sued because they lied about their older gen cpus that are based on fm2 which again amd sucks unless its ry cpus.
but yeah the cpu is bottlenecking the 1060
What graphics card did you have before the GTX1060.
It could be the PSU you have is not up to the job.
If it not the PSU is not the problem it might be better to upgrade.
Only guessing but my feeling is that this PC is a pre build and has a poor PSU small
motherboard and low cost memory in a case that is cheap and small.

Also i have 3000mhz 16gb ddr4 ram as it kinda matters for ryzens too.
hmm i wonder if it only affects amd gpus then and if op uses the inbuilt gpu of the apu by accident, wouldnt be the first cs update that broke on amd gpus
naw i lost like 50fps after update too. So not only amd gpu's tho i have to say that from what i heard it seems amd gpu's took bigger hit.
