cl_crosshair_sniper_show_normal_inaccuracy bug/pixel skipping?

When I use cl_crosshair_sniper_show_normal_inaccuracy 0 (default) and I zoom my crosshair skip 1-2 pixels to the right and down during last frames before scope gets 100% accuracy. It's more visible when I play at 1024x768, but on 1920x1080 it's the same. Is it normal or a bug?
When cl_crosshair_sniper_show_normal_inaccuracy 1 there is no skiping/shuttering but crosshair isn't 100% black (I guess this command do that?)
