Report a translation problem
You shouldn't report people because you think they might be doing something that shouldn't be allowed... Well, that sounds like a tongue twister, but, to keep it simple, don't create your "own game rules", you will just saturate report system with reports that will lead to nowhere and will only give you a low TF (and a lower response to your reports in the future)
although the user can create multiple accounts in the same email, steam does not link the accounts as a single person. So valve doesn't know exactly when a player is smurfed, doesn't know that he has 2 accounts or more, that he is global on one account and silver on another to play with. There is no way to legitimately report a smurf.
The situation you describe is impossible. A higher rank, like a "gold nova 4" as you mentioned, would NOT be matched with "gold nova 1" players, but instead with players of the same or similar ranks. At the end of the game, the scoreboard will clearly display the ranks of everyone in your lobby, so you will see that this situation just does not happen. Counter Strike: Global Offensive has the best ranked multiplayer of this century. Do you really think players could find a way to exploit the game?
On top of this, why would someone want to do this anyway? Playing with players lower ranked than you would be far too easy, and playing against players of a higher rank would be too difficult? There is no reason for someone to willingly put themselves in a game like that, even IF there WAS a way to do it.
Sidenote - the bullet physics in this game are exceptional. If you died in a game, it is NOT because the player who killed you is a higher rank, it is because the bullet physics worked to perfection, as they always do.
Also, you should check your definitions in the future.
