If you mean that in 1 match you come out with a 6:1 KD ratio and the next you come out with a 1:6 KD ratio , then yes
Play ESEA if you like a cleaner environment, smurfing is forbidden there.
Steam stole you the ownership of the games you buy for fullprice and steam will do nothing that could harm it's financial interests, means have fun with smurfs, cheaters and scam profiles, which tries to ripp off your items :D
It's all meaningless, battle is over since decades, people lost, steam won, nobody cared. We can cry, but nothing will change. But good news, you don't have any choice to steam, epic, origins and stuff. Only GOG is fair, but why do they haven't all the good new games???
Also the only way to fix smurfing at least a bit is to make personal performance more important. Better performance = faster rank up = less time in low ranks with a smurf acc.
But this wasn't implemented in that update.

The problem is that you CANNOT forbid a person to create multiple accounts. Simply cannot.
What is with households that have 1 computer and multiple people playing on that 1 machine ?
Would you then exclude them by a "1 account per computer" policy ?
What about the internet gaming cafe's where people log in as they probably do not have a gaming ready machine at home or a stable connection ?
Dont just think of your own circumstance, you also need to think globally , and then comes the question :
HOW exactly would you propose that Valve handles
1.) multiple accounts
2.) smurfing (--> not forbidden by any ToS , its just the "community" that rages about it, but honestly : who cares. I for one do not see smurfing as a problem, it is what it is. Totally legit for someone to play legit)
3,) If you repeatedly refer to "steam" did this and "steam" did that, that then proves only that you have
3.1) Very little to no idea what you are talking about
3.2) Probably have not understood anything mentioned above
3.3) do not have the necessary view to comment on a wider scale
3.4) are only concerned with your little view

"Steam" is the NAME of the platform, STEAM does nothing but give you access to the content, STEAM does not win, STEAM does not have any financial interests ...
