Just randomely pepole say Rep and -Rep what does it mean?

it means reputation
for example "-rep toxic team mate" so when people check your profiel they know what kind of person you are
and if ur friendly sum1 might comment "+rep good comms and friendly"

Under profiles in "+rep" rep means reputation. Ingame if people write it they mean that they report someone

But I am frendly I never speak toxic to somone and I help my team all I can I tell nice things to them so why do somone say rep- to me?

here, there is nothing like a real reap, because you can simply remove -rep and you can +rep your profile with random alt accounts.
+/- rep here mean nothing

Unless they are from highly reputable Persons they absolutely mean nothing. You can delete your own -reps, You can Join Forums and ask for +reps.

Some silly people makes their profile wall like guest book. And they collect this "rep" for their ego. Now you know what does this word mean and please dont be the same silly person.

Reps are meaningless since there are groups to farm them. They mean nothing and are used by scammers to look trustworthy.
