How long after plugging in a power supply

How long do I wait after plugging in a power supply into a wall and wiring everything into the computer do I wait till I can turn it on?

Usually, this only happens when the PSU shuts down to prevent the computer from damage. Something must be wired incorrectly, or the PSU is not strong enough for your system.
