You can see if and who commended you by clicking your "games" tab and then going to CS:GO and clicking "Personal Gamedata" then "Commends"

Nothing bad will happen, you can use steam achievements hack and nothing happen, they should ban those people that are doing it but it's safe,

Short answer it's no legal it's more bad to do it and people will know it's fake

If I see an account with low hours, no medals, no games, etc, and hundreds of commends, I immediately report it just to be sure. And I'm pretty sure a lot of people do that.

While I do not report before I have something on video, I do know that the account is absolute trash and should keep an eye on it. I don't know why they waste money on old/hacked accounts either. Its easy to see that they havent earned 3-7 medals xD

Wrong. You can get a game ban for hacked achievements, it depends if the devs care or not.
